Win-Test for NS

Beginning with Win-Test version 3.14, NS is supported.  ARRL-ALL.DTB is used automatically, if available in your Win-Test program directory.

NOTE: Win-Test Version 4.9 (and beyond) supports 160 - 15m in the NS.
